River's Edge RC Flying Club By-Laws
I
NAME
The formal name of this corporation shall be River's Edge RC Flying Club. and shall be known and designated herein by the short title of "the RC Club".
II
OBJECTIVES
The objectives of the RC Club shall be:
1. To promote and encourage the design, building and flying of radio controlled models.
2. To promote fellowship among radio controlled modelers in this area in the participation of this activity.
III
ACTIVITIES
The RC Club shall have at least one non-flying session each month. At this session the business of the RC Club shall be carried on. At these sessions social activities will be scheduled according to the wishes of the members. It is the RC Club's aim that some type of program shall be in order at the end of the business sessions planned by the program chairman or designated committee.
Other activities shall include informal flying sessions during each month, dependent upon weather conditions, some type of competitive activity and group participation in interclub activities subject to majority membership wishes.
IV
OFFICERS
The officers of this organization shall consist of a President, Vice-President, Secretary, Treasurer and three (3) Directors. The Directors may be other club officers such as Safety Officer, Field Marshall and Newsletter Editor.

TERMS OF OFFICE
The term of office for all Officers and Directors shall be for a period of one (1) year beginning January 1st of each year and ending December 31st. Nominations shall be held at the November meeting and the election of Officers shall be held at the December meeting. The AMA charter that governs the club expires March 31st each year and these election terms allow new Officers and a paid membership list to be submitted along with the Charter renewal application. Should any office become vacant the Board of Directors will appoint someone to fill the position until the term expires.

BOARD OF DIRECTORS
The Board of Directors consisting of seven (7) members who remain in good standing shall manage the affairs of the corporation. The Board of Directors shall include the President, Vice-President, Secretary, Treasurer and three (3) Directors, two (2) of which will be elected at the annual election of Officers, and the third appointed by the Wilkes County Recreation Department. This is normally the Head of the Recreation Department.

The President shall appoint the following standing committees and may appoint any other committee as the need arises:

OFFICIAL COMMUNICATIONS
The periodical or newsletter of the RC Club is called THE LEADING EDGE. It shall serve the RC Club as its official means of communication to the members of the RC Club. Members informed and advised through this newsletter shall consider the information contained therein as the official intent to inform the general membership of any scheduled meetings, proposed changes to the Board of Directors, dues structure or changes to the Bylaws. It shall be the responsibility of each member to advise the Secretary of the RC Club of any change in address or non-receipt of the newsletter. The newsletter shall be published quarterly or when the Editor and or Board of Directors deem any special issue necessary. The President shall appoint the Editor.

MEMBERSHIP
A. There shall be two classes of membership: a flying member and a non-flying member.
1. A flying member shall:
a. Be a member in good standing with the Academy of Model Aeronautics, and
b. Be a member of good character and morals.
2. A non-flying member shall:
a. Be a member of good character and morals, and
b. Participate in eligible activities of his/her own choosing.
B. Any member in good standing shall:
1. Pay dues and/or assessments promptly,
2. Abide by the official RC Club rules and regulations approved and adopted by the membership of RE/RC, and
3. Not participate in any form of gross misconduct at any activity.
C. A violation of any of the membership requirements will subject a member to Suspension.
D. A non-flying member may become a flying member by meeting the Requirements for flying membership and paying the RC Club dues.
E. To be extended the privilege of flying unaccompanied, to receive a key and/or combination for entry to the field, one must have demonstrated with suitable aircraft and under suitable observation SAFE flying with at least three consecutive takeoffs, flights and landings without the need for substantial repair to one's aircraft. This shall constitute "soloing". Emphases shall be on safety, courtesy, control and good judgement, and the final decision shall rest with the designated RC Club Pilot Trainers.

APPLICATION FOR MEMBERSHIP
A. Any radio control modeler may make application to join the RC Club as a flying Member provided the modeler meets the following criteria:
1. Hold a valid AMA license,
2. Submit a membership application to the membership committee,
3. Be thoroughly versed in the bylaws and rules of RE/RC,
4. Participate in a scheduled number of flying sessions at the official flying field under the supervision of the membership committee and/or authorized student instructors,
5. Obtain the approval of the membership applications from the Board of Directors who will in turn submit to the general membership for its approval at a regular business session. Applicant will be accepted by majority vote at a regular business meeting, and
6. The secretary will notify the applicant when approved.

MEMBERSHIP DUES
Dues shall be payable March 15 of each year, again to coincide with the AMA charter renewal date. Individuals not paid in full by that date shall have field privileges suspended until such time as their dues are paid in full. The amount of dues will be fixed by the Board of Directors.
A. The dues structure is as follows:
1. Initiation Fee for RC Club has been waived.
2. Adult Member (18 years or older)............$30.00
3. Child Flying Member (under 18) without an adult relative as a club member.................................$15.00
4. Family Rate (one adult member and any children of the same household and/or member and spouse)..............$40.00
Any new member joining the RC Club must pay his dues upon acceptance. Dues may be pro-rated as approved by the Board of Directors when joining after March 15 of the dues year.
The Board of Directors shall approve any changes in the dues structure of the RC Club. All members in good standing shall be notified of the changes at least two weeks prior to the effective date.

GUEST
A non-member of the RC Club may fly at the field as a "guest" under either of two circumstances, and no others:
(1) an RC flyer, known to be a competent RC flyer, an AMA-insured member of another RC Club, may fly at the RC Club's field on a day specified by the RC Club for a public funfly or other such activity, flying in accordance with AMA rules and regulations, and following the directions of the RC Club's activities director(s) for that day, or
(2) a relative or friend of a member in good standing of the RC Club may, flying at a beginner, intermediate or advanced level but having soloed, and carrying up-to-date AMA membership/insurance may, under the direct supervision of the member at each visit, fly at the RC Club field up to a total of three times in a calendar year or slightly more with approval of an officer or field official. Individuals who intend to fly more frequently than three times a year, and /or unaccompanied, must be members of the RC Club. Individuals who have not soloed shall be considered further under the categories of either "hands-on model flight" or "trainee" (see those sections).
XIV
TRAINEE
An individual, bringing his/her own equipment to the field, allowing for it to be checked by skilled member(s) pre-flight, and under the specified supervision of an RC Club Pilot trainer, having become a member of the Club and showing evidence of up-to-date AMA membership may proceed with training from an RC Club pilot trainer.
